This is an era where the triumph of science, technology and technique prevails unceasingly. All this does not mean that we are in a science fiction or visionary world, but that, in the crude reality, science after having faithfully only served politics (the State) and economics (capital), has now become the driving force of the new productive and economic order.
Until the middle of the 20th century it provided the propaganda means (TV, radio, press), the repressive ones (weapons) to the State and the means of industrial production that reduced the workforce. From the middle of the last century onwards, the power of science has grown more and more to invade every aspect of our lives and through bio-nano technologies, of life itself.
The monopoly of truth seems to have made science all-powerful, as with the state its historic monopoly of violence.
Science, Church and State in the past have clashed in contending for power or for the division of powers. Now it is science and technology that determine and influence state policy and economic, social and repressive strategies: they are therefore not neutral.
Capitalism finances armies of technicians dedicated to research and creation of new products and “resources” manageable only by specialists, as well as products that once made available to the masses shape the world around us becoming “indispensable” and sometimes indestructible as nuclear power.
This process is as rapid as the growth of technology and has restricted individual freedom.
Algorithms decide the rhythms of production, large data collection servers, geolocation, applications reduce us to subjects/objects of consumption. If the restriction of freedom implemented in the past by the state and capital provoked fierce resistance from the exploited, this does not happen with science. In the collective imagination it remains neutral and, moreover, in the West, its products have increased the comfort and well-being of most people. In the face of this well-being, the lack of freedom, the exploitation of resources, the enslavement of entire populations, the unlivability of entire areas of the planet, the migrations due to war and climate change, are of no interest.
Managers, researchers, technocrats, media, spread in unison the message of “don’t be afraid of technologies”, of artificial intelligence and of everything connected to innovations and automations that are imposed anyway.
Let’s not be distracted by the false debate about the use of tools in everyday life or the rhetorical divisions between “good” or “bad” technologies.
In the “National Recovery and Resilience Plan” an economic restructuring will be implemented between capital, business, technology start-ups and hi-tech giants. Capitalists and the industrial sector welcome the injection of liquidity of public and private money with open arms.
The Recovery Fund is another gold mine. Among those who will benefit from capital investments are the “poles of excellence” of techno-scientific research, universities and the IIT Institute for the expansion of the technology park where the Hi-tech Center “Energy and Environment” will be built, which will receive about 80 million euros as an initial investment.
In April 2021, Italian Prime Minister Mario Draghi announced the creation of yet another committee of technicians and experts. A “task force” that will deal specifically with the Recovery Found, bypassing and speeding up bureaucracies and any possible issues on permits, constraints and concessions. In this way, for example, they will cover the “delay” with respect to the plan to digitize and install fiber throughout the country.
On April 1, 2021 there was the financial agreement Fibercop, the company that collects the two most important pieces of the internet network. TIM will also take care of the infrastructural supply of the optical “cabinets” in the street up to the houses, the fiber will be developed by Flash Fiber (TIM owns 80% and Fastweb 20%). Together with these large companies in the digitalization market, the financial fund KKR Infrastructure has collaborated and will pay TIM 2 billion euros (with assets that will reach 7.8 billion).
Compared to the procedures that will be accelerated, a major engineering work, the nuclear waste repository, the installation of endless antennas and repeaters will have the road paved for their implementation: electromagnetic fields, cancer, radiation, environmental devastation are considered acceptable consequences.
With an ad hoc decree on the efficient “new management” of Draghi’s government, the so-called “Genova model” will be introduced, that is the derogations to the rules on contracts that will allow to avoid the stop to the construction sites for this or that problem, for this or that authorization: the green light for building businessmen, clientelism and corruption.
In the light of this, in Genoa itself, the work site for the construction of the freeway viaduct called “Gronda” is restarting despite the fact that there are not even authorizations for the work site or presumed concessions for the work. So Autostrade per l’ Italia (the same speculators responsible for the collapse of the Morandi bridge) will continue to enrich its murderous managers.
The management of the Recovery Fund will therefore be entrusted to an inter-ministerial committee of technicians composed of former Vodafone top manager Vittorio Colao (digitalization), Enrico Giovannini (infrastructures), Maria Cristina Messa (research), Roberto Cingolani (ecological transition). The ministers who have been entrusted directly by the European Commission with the most substantial flow of money are Cingolani and Colao, who will be able to spend more than any other ministry. The “ecological transition”, apart from its “green” definition, is not an operation for the safeguard of the endangered panda or for the reforestation of the Amazon Forest, but a political and economic operation aimed to always and however stimulate the industrial system and not to magically eliminate or replace it.
In every economic transition there is always a power class that gets rich, in this case it will happen by accumulating a large public debt that tomorrow the exploited will have to repay, with devastating consequences obviously on the poorest.
While many are sufficiently distracted by the press to talk about responsibility, safety, masks, vaccines, behavioral norms and sacrifices there are those who continue to get rich.
In the last year, the Covid-19 viral pandemic has further accelerated the process of technicization of society. The State has abdicated political power, going along with the Scientific and Technical Committee that, based on data and numbers, forced millions of people into the home; mobility was allowed only if one participated in the production cycle. Production and consumption were assured, these were the only freedoms granted.
It should make us reflect on how the conditions of exploitation in which we live in Capitalism have made greater “freedom of movement” coincide with the opportunity or the need to go to work. Mobility granted, so the virus is no more dangerous in the workplace than it is walking in the street or in a forest, even more dangerous if you strike by standing in the street to protest or demonstrate.
The trend towards digitization, technicalization and efficiency will continue even after the pandemic is over. The latter an event that the state, science and technology have made the most of.
Faced with this, the individuals, the exploited, if they do not want to find themselves in a not too distant future to live in a world where they are crushed in a “freedom” correlated to the productive utility, it is necessary to fight without second thoughts even this new transformation of society.

Questa è un’epoca dove prevale incessante il trionfo della scienza, della tecnologia e della tecnica. Tutto ciò non significa che ci troviamo in un mondo fantascientifico o visionario, ma che, nella cruda realtà, la scienza dopo aver fedelmente solo servito la politica (lo Stato) e l’economia (il capitale), ora è diventata motore trainante del nuovo assetto produttivo ed economico.
Fino alla metà del ‘900 forniva i mezzi propagandistici (TV,radio, stampa), quelli repressivi(armi) allo Stato e i mezzi di produzione industriale che hanno ridotto la manodopera. Dalla metà del secolo scorso in poi, il potere della scienza è cresciuto sempre più fino ad invadere ogni aspetto della nostra vita e attraverso bio-nano tecnologie, della vita stessa.
Il monopolio della verità sembra abbia reso onnipotente la scienza, come per lo Stato il suo storico monopolio della violenza.
Scienza, Chiesa e Stato in passato si sono scontrati nel contendersi il potere o per la divisione dei poteri. Ora sono la scienza e la tecnologia che determinano e influenzano la politica statale e le strategie economiche, sociali e repressive: non sono quindi neutrali.
Il capitalismo finanzia eserciti di tecnici dediti alla ricerca e alla creazione di nuovi prodotti e “risorse” gestibili solo da specialisti, oltreché prodotti che una volta messi a disposizione delle masse plasmano il mondo che ci circonda diventando “indispensabili” e talvolta indistruttibili come il nucleare.
Questo processo è rapido quanto la crescita della tecnica ed ha ristretto la libertà individuale.
Algoritmi decidono i ritmi di produzione, grandi server di raccolta dati, geolocalizzazione, applicazioni ci riducono a soggetti/oggetti di consumo. Se la restrizione della libertà messa in atto in passato dallo Stato e dal capitale provocò una resistenza feroce da parte degli sfruttati, con la scienza ciò non capita. Nell’immaginario collettivo essa resta neutrale e, per di più in occidente, i suoi prodotti hanno aumentato le comodità e il benessere della maggior parte della popolazione. A fronte di questo benessere, la mancanza di libertà, lo sfruttamento di risorse, la messa in schiavitù di intere popolazioni, l’invivibilità di intere aree del pianeta, le migrazioni per guerra e cambiamenti climatici, non interessano.
Manager, ricercatrici, tecnocrati, media, diffondono all’unisono il messaggio di “non avere paura delle tecnologie”, dell’intelligenza artificiale e di tutto il connesso a innovazioni e automazioni che vengono comunque imposte.
Non facciamoci distrarre dal falso dibattito sull’utilizzo di strumenti nel quotidiano o dalle retoriche divisioni fra tecnologie “buone” o “cattive”.
Nel “Piano nazionale di ripresa e resilienza” verrà attuata una ristrutturazione economica tra capitale, imprese, start-up della tecnologia e colossi dell’ hi-tech. Capitalisti e settore industriale accolgono a braccia aperte l’ iniezione di liquidità di denaro pubblico e privato.
Il Recovery Found è l’ulteriore miniera d’oro. Tra coloro che beneficeranno di investimenti di capitali ci sono i “poli d’eccellenza” della ricerca tecno-scientifica, le Università e l’Istituto IIT per l’espansione del parco tecnologico dove sorgerà il Centro Hi-tech “Energia e ambiente”, il quale riceverà circa 80 milioni di euro come primo investimento.
Nel mese di aprile 2021 il Presidente del Consiglio italiano Mario Draghi ha annunciato la creazione di un ennesimo Comitato di tecnici ed esperti. Una “task force” che si occuperà nello specifico del Recovery Found, scavalcando e accelerando le burocrazie ed ogni eventuale problematica su permessi, vincoli e concessioni. In questo modo, ad esempio, copriranno il “ritardo” rispetto al piano di digitalizzazione e installazione della fibra su tutto il territorio nazionale.
Il primo aprile 2021 c’è stato l’accordo finanziario Fibercop, la società che raccoglie i due più importanti pezzi della rete internet. TIM si occuperà inoltre della fornitura infrastrutturale degli “armadietti” ottici in strada fino alle abitazioni, la fibra sarà sviluppata da Flash Fiber (TIM possiede l’80% e Fastweb il 20%). Insieme a queste grandi aziende di mercato della digitalizzazione ha collaborato il Fondo finanziario KKR Infrastructure che verserà a TIM 2 miliardi di euro ( con un patrimonio che arriverà a 7,8 miliardi).
Rispetto alle procedure di intervento che verranno accelerate, una grande opera ingegneristica, il deposito di scorie nucleari, l’installazione di infinite antenne e ripetitori avranno la strada spianata per la loro realizzazione: campi elettromagnetici, tumori, radiazioni, devastazione ambientale vengono ritenute conseguenze accettabili.
Con un decreto ad hoc sulla “nuova gestione” efficiente del governo Draghi, verrà introdotto il cosiddetto “modello Genova”, ovvero le deroghe alle norme sugli appalti che permetteranno di evitare lo stop ai cantieri per questo o quel problema, per questa o quella autorizzazione: via libera quindi per affaristi dell’edilizia, clientelismo e corruzione.
Alla luce di questo, proprio a Genova, riparte il cantiere per la realizzazione del viadotto autostradale denominato “Gronda” nonostante non ci siano nemmeno le autorizzazioni al cantiere o presunte concessioni ai lavori. Per cui Autostrade per l’ Italia (gli stessi speculatori responsabili del crollo del ponte Morandi) continuerà ad arricchire i suoi manager assassini.
La gestione del Recovery Found sarà quindi affidata ad un Comitato interministeriale di tecnici composto dall’ex top manager di Vodafone, Vittorio Colao (digitalizzazione), Enrico Giovannini (infrastrutture), Maria Cristina Messa (ricerca), Roberto Cingolani (transizione ecologica). I Ministri che sono stati incaricati direttamente dalla Commissione europea del più sostanziale flusso di denaro sono Cingolani e Colao, i quali potranno spendere più di ogni altro ministero. La tanto rinomata “transizione ecologica”, sponsorizzata dall’ex direttore di IIT riempirà le tasche e i conti bancari del “club degli amici” dell’investimento e dello sviluppo tecnologico-industriale.
La “transizione ecologica”, al di la della definizione così “verde”, non è affatto una operazione per la salvaguardia del panda in via di estinzione o per il rimboschimento della Foresta Amazzonica, ma un’operazione politica ed economica finalizzata ad incentivare sempre e comunque il sistema industriale e non per eliminarlo o sostituirlo magicamente.
In ogni transizione economica c’è sempre una classe di potere che si arricchisce, in questo caso accadrà accumulando un grosso debito pubblico che domani dovranno ripagare gli sfruttati, con conseguenze devastanti ovviamente sui più poveri.
Mentre in molti sono sufficientemente distratti dalla stampa a parlare di responsabilità, sicurezza, mascherine, vaccini, norme comportamentali e sacrifici c’è chi continua ad arricchirsi.
Nell’ultimo anno la pandemia virale da Covid-19 ha ulteriormente accelerato il processo di tecnicizzazione della società. Lo Stato ha abdicato il potere politico assecondando in tutto il Comitato tecnico scientifico che, in base a dati e numeri, costringeva in casa milioni di persone; la mobilità era consentita solo se si partecipava al ciclo produttivo. Produzione e consumo venivamo assicurati, erano queste le solo libertà concesse.
Dovrebbe far riflettere come le condizioni di sfruttamento in cui viviamo nel Capitalismo abbiano fatto coincidere una maggiore “libertà di movimento” con l’opportunità o la necessità di andare a lavorare. Mobilità concessa, per cui il virus non è più pericoloso sul luogo di lavoro di quanto lo sia passeggiando in strada o in un bosco, ancora più pericoloso se si sciopera stando in strada a protestare o manifestare.
La tendenza alla digitalizzazione, alla tecnicizzazione e all’efficienza, continuerà anche dopo la fine della pandemia. Quest’ultimo un evento che Stato, scienza e tecnologia hanno sfruttato al meglio.
Di fronte a questo gli individui, gli sfruttati, se non vogliono ritrovarsi in un futuro non troppo lontano a vivere in un mondo in cui si è schiacciati in una “libertà” correlata all’utilità produttiva, occorre combattano senza ripensamenti anche questa nuova trasformazione della società.
Per questo nella notte del 19 giugno 2021 abbiamo distrutto incendiandole 5 cabine server-data e il ripetitore 5G del Polo tecnologico Erzelli a Genova, e l’adiacente traliccio ad alta tensione Terna.
